POLICY ENACTMENT BY GOVERNMENT OF INDIA

Government of India has released the National Policy on Biofuels 2018 vide gazette notification no. 33004/99 dated 8.6.2018. The policy emphasizes on the promotion of advanced Biofuels including CBG (Compressed Bio Gas).

THE SALIENT FEATURES OF THE POLICY ARE

  • To permit blending of Ethanol derived from multiple feed stocks with Petrol 
  • To Develop Second generation (2G) ethanol technologies and its commercialization.
  • Blending of Bi-diesel from multiple feed stocks with  Diesel 
  • Focus on advance bi-fuels including Bio-CNG, Bio-Methanol, DME, Bi-jet fuel etc.

To include adopting appropriate financial and fiscal measures periodically to
support promotion of Bio-fuels.

POLICY ENACTMENT BY PUNJAB GOVERNMENT

Punjab Government has encouraged the setting up of units processing agricultural Bio-mass by extending numerous incentives in their Industrial Policy 2017.

  • The agricultural Biomass processing has been included in the food processing head and thus all the benefits to the food processing units are now automatically available to these Biomass processing units.
  • Punjab Energy development Agency (PEDA) has been appointed as the Nodal Agency for the promotion/appraisal and allocation of such units.
  • The PEDA is also the  nominated agency for arranging  land required by such units either on ownership/lease basis on a case to case basis.
  • Punjab Invest has been empowered to give single window clearance for such units in a time bound manner and approval for the various incentives under the industrial policy.

SATAT SCHEME OF GOVERNMENT OF INDIA

The GOI in its 12th Plan programmed energy development from urban, industrial and agricultural wastes/residues and launched the Sustainable Alternative Towards Affordable Transportation (SATAT) on 1.10.2018. Consequently, Indian Oil Corporation Ltd invited Expression of Interest from prospective investors to participate in the  scheme to commission additional capacities for production of Bio- Fuels. 
In response to this EOI, AV Agro Renewable Energy Pvt Ltd submitted their investment proposal to IOCL which was accepted.  4 LOIs have been received from IOCL for  installing and commissioning 4×300 TPD capacity of Agricultural Biomass plants, at four different locations, in the state of Punjab, thus totaling to an installed capacity of 1200TPD.
